WSEMS: Using Mediation to Resolve Issues

WI Special Education Mediation System - MEDIATION It is important for parents and school staff to resolve issues right away. This workshop includes information about the free mediation services available from the WI Special Education Mediation System; federal and state laws related to mediation; when and how to request mediation; who are the mediators; participation in mediation; and more.


Jan Serak is the CEO and Founder of WI FACETS. She is the Co-Director of Wisconsin's Parent Training and Information Center and of the Region 4 TA Center. She is one of 3 partners who administer WSEMS and also works on the National Center for Systemic Improvement. Jan serves on the Governor's Read to Lead Task Force, National CADRE Advisory Board, National Center on Deaf-Blindness Family Engagement Work Group, OSEP-IDEA Data Center Parent Involvement Data Project, Quality Education Coalition, and the National IDEA Partnership "Creating Agreement" team. She is the parent of a son with autism.

Nissan Bar-Lev is the Director of the Special Education for Cooperative Educational Service Agency #7 (CESA 7), and is one of 3 partners who administer the Wisconsin Special Education Mediation System. Nissan serves on the executive board of the Wisconsin Council of Administrators of Special Education (WCASS), and co-chairs the Special Projects Committee. He serves on the Governor's Autism Council, the Children's Long Term Support Council for the Department of Health Services, and chairs the State Superintendent Blind and Visual Impairment Education Council. He serves on the SAA Assessment Team, is a member of the RTI/PBIS Advisory Council and the National IDEA Partnership "Creating Agreement" team. He is a co-author of Special Education in Plain Language.
