Part C of IDEA: The Early Intervention Program for Infants & Toddlers with Disabilities in WI

This presentation will provide information on the Birth to 3 Program in WI. Basics of the program will be shared including how to refer a child, the purpose of the program and the rights of parents. The importance of parental involvement as a guiding principle of the program will be described.

Learning Objectives:

  • Participants will learn how and when to refer a child to the Birth to 3 Program.
  • Participants will understand the process a family will participate in when referred to the Birth to 3 Program.
  • Participants will understand the guiding principles guiding the work to support child development.


Lori Wittemann - I received my Bachelor of Science in Education from the University of Wisconsin – Oshkosh. My career began as an early childhood special education teacher serving children ages birth to 3 with developmental disabilities and their families through the Winnebago Birth to 3 Program. I then became the Program Coordinator for the Washington County Birth to 3 Program. I began working at the Department of Health Services in 2007 and have supported the county Birth to 3 Programs with technical assistance. My emphasis has been on program implementation, transition and parental rights.
