Public, Charter and Voucher School and the Rights of Students with Disabilities

Each year the options for educating children become greater and more confusing. This presentation will give you an overview of what are the options under school choice and how these different systems are required to meet the needs of students with disabilities. It will educate parents on the new special needs voucher and the overall voucher system and the rights of students with disabilities. This presentation will help learn what questions they should be asking when enrolling students in any public, charter, or private school.


Sally Flaschberger has been a special education advocate with Disability Rights Wisconsin for 10 years. She works in the Milwaukee office and serves families and students in Milwaukee, Racine, Kenosha, Waukesha, Ozaukee, and Washington Counties. She is also involved with public policy work for DRW and has focused this work around seclusion and restraint. Sally also has an adult son with a disability and worked for many years as the parent liaison in her school district and ran her District special education advisory board.
