Revisions to Wisconsin's Law on the use of Seclusion & Physical Restraint in Schools

In this workshop, participants will learn about the changes to Wisconsin's law on the use of seclusion and physical restraint in schools. 2019 Wisconsin Act 118 changed several requirements including staff debriefing following an incident, school district reporting of incidents, and training requirements. This webinar will focus on the changes but will also cover requirements that have not changed.

Learning Objectives:

  • Understand basic concepts in Wisconsin's law on seclusion and physical restraint.
  • Understand changes to the law resulting from 2019 Wisconsin Act 118.
  • Learn about resources available on WDPI's website.


Marge Resan is a School Administration Consultant from the Wisconsin Department of Public Instruction. Marge has worked for the department since 2007. Her work focuses on special education legal compliance issues. She is the lead consultant for the state IDEA complaint process. Marge was a special education teacher in the Madison Metropolitan School District for several years where she taught many students with disabilities in classroom, community, and vocational settings. She holds a law degree from the University of Wisconsin and has worked as an attorney in the areas of disability and elder law.
